For some definition of "bug", sure, though there's definitely no way
Emacs 21 could know about future changes in cvs' output, if that's
what happened.

Jérôme, thanks for checking upstream.  I'd say if we have the time,
and we can fix it without too much surgery, then that'd be good, but
either way, this should be tagged "fixed-upstream" (which I've done
above).
