When building a custom local version following the package-specific
instructions, the patches in debian/patches do not get applied.
One would have to manually copy debian/patches/8.13/8.13.x to
debian/patches/$(SM_CONF).8.13.x/ before configuring/building
the package in order to get them, however this is neither documented
nor practical.
