So, let's first have debian-policy a say about this issue, and after it's in, lintian could check for it. I don't know about this header, but if it doesn't hurt, and is easy to add, I see no reason not have it prefereably added to all binaries if it has significant advantages (i.o.w., a 'should' for now).
