I hope that the smiley in Hilmar's text is meant to be an ironic one. There have been regular LaTeX updates in the past years, addressing bugfixes like that one. And I would be surprised if this wouldn't happen again, whereas as far as I know LaTeX3 is something for the not-so-near future.
