Hm, you should suggest this to Thomas Esser, the one who puts teTeX together. However, this script only works for a limited set of packages, and it doesn't install the documentation. Personally, I find it of very little use. There is a ctan2tds script in the tex-live distribution, and it would be really great if this could be generalised, and be used to install or update new packages from CTAN intoe the LOCALTEXMF tree.
