quagga (well, at least bgpd) is compiled in a way that requires
capabilities support in the kernel. 

When capabilities are not supported by the kernel, the following error
message is printed:

  "privs_init: initial cap_set_proc failed"

README.Debian should document the requirement, and mention the error
message.
