Ugh, no!  HOMETEXMF is not for application configuration data as most
~/.* files are for (and it's not autocreated either); rather it is for
users' personal macro files, fonts and what-have-you.  So anyone who
needs and knows how to use such a directory will likely not regard it
as intrusive.  (And if they do, they'll likely know enough to set a
HOMETEXMF environment variable if they wish to have a different
directory.)
