The official name of the state in India is "Punjab" in English, English being among official languages of India, as far as I remember.
Given that ISO-639 gives "Panjabi; Punjabi" as official English name and that is has been chosen to only use one name in the XML file, I recommend using the name which sounds more appropriate for the concerned people. Otherwise, for consistency issues, we may then need to use "Panjabi" in Debian Installer....which would probably be a bad surprise for Punjabi speakers.
