In my case I need TAILQ_EMPTY, TAILQ_FIRST, TAILQ_NEXT, TAILQ_FOREACH, TAILQ_FOREACH_REVERSE, TAILQ_LAST and TAILQ_PREV. I haven't got any idea if these are defined in posix or something like that, so i don't really know if not including this is a policy issue or something different.
