It does say it will just run BROWSER in its online help which you can't see but is also at /usr/share/xfce4/doc/C/xfce-utils.html The upcoming release of 4.2 does the same thing too. I'll bear this in mind and will certainly mention this to upstream when I'm next bug triaging but I've 4.2 to deal with for now.
