Package: debtags

I'd like to be able to know which aspects of the dfsg packages in
non-free fail (without reading each and every copyright file) and it
occurred to me that some debtags would be a nice way to do that.

Presumably the dfsg won't change significantly in the future, if it
does, there could be an automatic way to change tags at a certain time.

Also, it would be good to know why packages are in contrib, perhaps:

dfsg-fails::{patents,1-9,...} or non-free::{patents,1-9,...}
and
contrib::{deps-not-avail,deps-1-deps-9}
