I just saw that hspell now can generate myspell dictionaries using the make myspell target. Please do that and package a myspell-he. Policy for this is the dictionaries-common policy: http://dict-common.alioth.debian.org (or in dictionaries-common-dev). I came up with a patch when hspell wasn't cdbs...
