Sarge's debconf templates have a string freeze, so we cannot add another question without invalidating all translations.
The debconf question will be added once 4.43 or later is in unstable, which won't happen before t-p-u and testing-security work.
That's what I thought. You should probably roll back the change to the conf file, then, which currently implies that the question is in debconf when it's not.
