Everything seems to be normal, so I don't know what happens exactly. I tried a lot of installation and upgrade sequences (even 2.7.0-16 -> 2.9.0-1 -> 2.9.0-2 ... -> 2.9.0-8), and I can't reproduce your problem. The 2.9.0-1 through 2.9.0-7 version fails to install, but 2.9.0-8 works correctly.
I made some test packages that have debug information printed in the preinst script, could you please try to install them:

Also, would it be possible to give me the output of dpkg -S /lib/modules/2.4.27-1-686/kernel/drivers/i2c/i2c-algo-bit.o
