cmake should be installable when architecture builds are not in sync.
Currently the locked cmake and cmake-data dependency leads to
uninstallabilty. That blocks development for hours, days, weeks.
I pointed that already out at DebConf, so please go ahead with that
change, by either merging cmake and cmake-data, making cmake-data
arch-any, or making the dependency non-strict.
