libsub-identify-perl cannot be cross built from source, because its
Build-Depends are not cross-satisfiable. Instead of figuring out how to
make them satisfiable, I looked into annotating test dependencies
<!nocheck> as those become irrelevant to cross building. Once doing so,
libsub-identify-perl becomes cross buildable. I'm attaching a patch for
your convenience.
