Unfortunately, since 1 June 2021, Phabricator is no longer actively maintained.
This can be verified from the official homepage:
https://secure.phabricator.com/
To fix this problem, the community moved to a fork called Phorge, that is quite
active, with at least 2+ years of active participations.

Basically, the new upstream of Arcanist is a drop-in replacement.

Among the changes, the Phorge's Arcanist gives great additional support to
PHP 8.1+. Supporting this version is critical since Debian bullseye (stable)

I'm active in Phorge but I'm quite new as Debian bug reporter. So,
hoping to be useful.
