dnlib build-depends on cli-common, that has been orphaned for one full year:
https://bugs.debian.org/1079871

As part of a clean-up task driven by the Mono Team (that is, myself alone),
we are going to ask for the removal of cli-common from the archive soon.
This would lead to the inability to build dnlib, and as a side-effect to
its removal from the archive too.

If cli-common is not really required to build dnlib, maybe a build-depend
on mono-devel would be enough to keep that package building. Otherwise there
is no real alternative outside of the removal of both cli-common and dnlib,
or someone actually taking over the maintenance of cli-common (this is not
going to happen unless you decide to adopt it yourself).

If you’d like to keep providing dnlib in Debian, and as such need it to
build-depend on mono-devel, you need to be aware that nothing is checked about
mono-devel beside ensuring it actually builds:
