I suggest removing php-net-publicsuffix from Debian for the following reasons:
 
 * It accumulated one RC-bug:
   php-net-publicsuffix: FTBFS: PHP Fatal error: Uncaught ValueError: 
idn_to_ascii(): Argument #1 ($domain) must not be empty
 * It is not part of trixie and is not a key package.
 * There are no votes in popcon
