Inform 6.31 (and Inform 6.31N) no longer supports the building of v3
Z-Machine games. I think it would be good to include, as well as the
latest binary, an additional build of Inform 6.15 which was the last
version capable of compiling v3 games.

http://mirror.ifarchive.org/if-archive/infocom/compilers/inform6/source/old/inform615_source.zip

I think you could include the two binaries as /usr/bin/inform615 and
/usr/bin/inform631 (or /usr/bin/inform631n) and then have a symbolic
link /usr/bin/inform which points to the latest binary.

In addition you would also need to include an older version of the
library, 6.2, which is the last one capable of compiling v3 games:

http://mirror.ifarchive.org/if-archive/infocom/compilers/inform6/library/old/inform_library62.tar.gz

You would need to make it clear that this library is only for use with
v3 games. In fact, I would also recommend including mInform 1.1:

http://mirror.ifarchive.org/if-archive/programming/inform6/library/contributions/minform.zip

This is an unofficial library - but it is an alternative to the 6.2
library which has been deliberately stripped-down to make game files as
small as possible.

There is a small group of people who would still like to be able to
write v3 games for interpreters running on platforms with very limited
resources, such as older 8-bit computers - there are Z-Machine
interpreters for the Spectrum, Commodore 64, GameBoy and BBC
Microcomputer range to name but a few.

Creating a v3 game is quite hard for a newbie because there are
generally no binaries available for these older versions of Inform. It
would be great if you could accomodate this use-case.
