the sample-files component of pypdf2 is provided in a distinct tarball,
sourced (afaict) from https://github.com/py-pdf/sample-files.  that repo
has a LICENSE file that appears to be CC 4.0 BY-NC-ND (attribution
non-commercial no-derivatives).  the NC and ND clauses of that license
are not DFSG free.

Maybe the best thing to do is to ask upstream to adjust the licensing of
those files?  Certainly my own contributions to that repository (i
submitted the samples in 015-arabic/) don't need the NC-ND clauses.  I
don't know the full origin of the others.
