bootp is currently not reproducible on reproduce.d.n:

We found that is due to dpkg switching to Rules-Requires-Root: no by
default. More precisely: building src:bootp with Rules-Requires-Root:
binary-targets reproduced the packages from the buildd whereas setting
it to no produces a different package, which is also reproducible. You

I am filling this bug as I don't have enough experience with the package
to decide if the difference changes the package behaviour and the next
upload will switch to the different build without any failure.

  builds as before (and make it reproducible with it).

- Rework debian/rules to make the package build without root.
