The manpage says:
"The agent is automatically started on demand by gpg, gpgsm, gpgconf, or
gpg‐connect‐agent."
But in Debian, gpg is GnuPG 1.4, which doesn't automatically start the
agent. The sentence should probably read:
"... started on demand by gpg2, ..."

gpg has been gnupg v2 in Debian for quite some time, closing.
