Please unblock package openrgb

[ Reason ]
New package that didn't make it through the NEW queue in time for Trixie. It's a very stable and popular utility for controlling RGB LEDs across multiple manufacturers, so would be useful to have in Trixie.

[ Impact ]
Minimal, no reverse dependencies and minimal interaction with the rest of debian: some stable udev rules and desktop integration.

It will require one dependency with its own unblock bug: hueplusplus

[ Tests ]
Manually tested on Trixie with several devices.

[ Risks ]
Minimal as openrgb is a very stable application and the packaging and installation have minimal interaction with the rest of debian.

openrgb also has a very modular design with a driver-based design so any device issues can be mitigated by users.

[ Checklist ]
[x] all changes are documented in the d/changelog
[x] I reviewed all changes and I approve them
[ ] attach debdiff against the package in testing

[ Other info ]
- Depends on hueplusplus which is also blocked

unblock openrgb/0.9+git20250413+ds-1

I'm sorry, I'm not seeing a reason for an exception. We have to draw the line somewhere and it missed the deadline.
