Please unblock package vim-vimtex


[ Reason ]
vim-vimtex was just accepted after the soft freeze, thus not being in 
testing. It's a small editorplugin which would be great to have in 
stable. 

[ Impact ]
It's a standalone vim plugin not affecting any other packages, so the 
impact is pretty minimal.

[ Tests ]
vim-vimtex has no tests.

[ Risks ]
Fairly minimal, since it is an arch:all package only installing files 
and it has no rdeps.

[ Checklist ]
  [x] all changes are documented in the d/changelog
  [x] I reviewed all changes and I approve them
  [ ] attach debdiff against the package in testing
