It's a new package, not a version update to an existing one.
[ Reason ]
hueplusplus is a small library needed for openrgb, which is also blocked
(separate bug #1103972).
[ Impact ]
Almost none, it's a small shared library and documentation and it's
pretty stable and not many releases/fixes expected over the lifetime of
Trixie.
[ Tests ]
Manually tested through its only reverse dependency: openrgb.
[ Risks ]
New library with only one new reverse dependency, no impact on the
stability of the debian release.
