It is only allowed to be used with (and *only with*) the software made
available from a specific web page which seems unreachable.  Use with
modified versions of said software is not allowed.

The files also seem to be generated from another source (the "Roger
database" mentioned in "the MBROLA en1 encoding of the Roger
database") which is missing.

This looks non-free to me.
