See https://gitlab.freedesktop.org/gstreamer/gstreamer/-/issues/3952
for an illustration and GStreamer pipeline to reproduce the problem.
The encoded 1280x720 stream with the H264 encoder contains green pixels
at the top.
The problem does not appear with Trixie
(intel-media-va-driver-non-free:amd64 24.4.0+ds1-1) so it may be
upgrading the package in stable.
