This file stopped being a config file about 20 years ago
(actually at about the time this bug report has been submitted).

I can only guess what happened by the time -- something like,
it was a conffile before, but has been removed by the upgrade
procedure because it has been stopped being a conffile.  And
postfix postinst script copied default main.cf from /usr/share/.
Or something else, - it's impossible to say anymore.

I don't see a reason to keep this bug report open anymore, so
I'm closing it.  Feel free to reopen it if you think the issue
still applies to current version of postfix package in debian.
