xmlrpc-c fails to cross build from source, because the variable for the
build architecture compiler changed upstream from BUILDTOOL_CC to the
more standard CC_FOR_BUILD. debian/rules needs to be updated to follow
this renaming. I'm attaching a patch for your convenience.
