When the settings are for dynamic workspaces, the shell starts up with
only two workspaces and does not behave as per the dynamic workspace setting
If the setting is changed (using gnome-tweaks) to static workspaces and
then back to dynamic workspaces, the dynamic workspaces behave as
expected
