At this time I found the upstream tarball contains debian/ dir so I am
trying to repack it but I am not sure why this does not happen in the
past maybe I am missing something? Anyway please stop me if I am doing
wrong thing.

do less care for this package. For team upload I can merge MR from
salsa. If we review the Debian as a big project, team upload is okay
also?
The package is not team-maintained (Steve McIntyre is not exactly a team)
and only a team-maintained package can be team uploaded.
You can merge salsa MRs but have to wait for the maintainer to upload.
As it is a LowThresholdNmu package you can NMU the package easily.
But still, every change should have a corresponding bug report.
I am closing this for now. Please ask Steve if you can become an Uploader.
