To reproduce this go to the gnome-control-center --> Background --> Select
Flickr in the drop down menu.
When selected there are no flickr pictures being loaded.

Unfortunately, we are not always able to respond to bugs quickly.
gnome-control-center dropped the feature to set desktop backgrounds
directly from Flickr a very long time ago so I am closing this bug.
