spip uses the GD module for image processing (see
ecrire/inc/filtres_images_lib_mini.php).
Thus, php-gd should be recommended or depended on so that basic functionality
works out of the box.

Latest (4.2) minor version of SPIP uses proper Composer support, and the
package now suggests php-gd. It’s not as strong as what you proposed,
but maybe it’s enough (IIRC, one can chose various engine for image
processing, and the webUI is pretty explicit about what is needed on the
system). If you believe a Suggests is not enough, feel free to reopen
this bug report, and I’ll try to handle it in less than a year, at least
before Trixie gets released…
