In the file
file:///usr/share/doc/python-doc/html/index.html
the link to the Global Module index points to modindex.html. This file does not
exist. The actual Global Module Index is in the file
file:///usr/share/doc/python-doc/html/py-modindex.html
I checked with grep, all the other links in the html files in this correctly
point to py-modindex.html, the one in index.html is the only forgotten one.
