While installing salt-minion, I wasn't able to, because salt-common
depends on python3-tornado (< 5) but Buster does 5.1.1-2.

Will a simple rebuild solve the issue? Or is there more to do?

Thanks for your bug report.

salt is currently not in buster, but the version in unstable is already 
fixed.
