Result of this is that clicking on the Toggle All link does not cause the
frame to scroll to the top.  Note: On the address book page, the original
function is retained.

Tested in FireFox.

As per my previous mail: design decision rather than bug, upstream
changed this for a reason. Will not fix; closing bug.
