New upstream releases for arping have been available for a while.
The newest version available is 2.17.

I guess nobody noticed because using the package's debian/watch file
failed with an unknown error, according to the PTS. I don't know
where to report that, though.

2.17 fixes several bugs, including the inaccurate roundtrip times.
It compiles with no errors (but two warnings) on my Stretch system
and seems to be working fine.
