This specific "requires restart" bug was fixed in both the latest
squid-2.7.STABLE package provided for Lenny, and the squid3 package
provided in Wheezy (maybe also the Lenny package).
Although note that there are different bugs about crash on duplicate
reload signals from Network Manager that remain unresolved and have been
exposed by the fix for this bug.
