Dear Maintainer,

I think it would be good if reportbug had the ability to send a test
email to a dead account (or user configurable) to test configuration.

I was following the instructions here

to use gmail for reportbug and, when completed, I wanted to know if
I'd set it up correctly.

Reading the man pages and googling, I could not find any "send test
email" mode that seemed appropriate (the test mode is clearly marked
just for maintainers).

I think you want:

$ reportbug --help | grep -- --debug
  -d, --debug           send report only to yourself

with a "dummy" report (which you will have to enter).
