The man page says
doxytag [-t tag_file] [-s index_file] [ html_file [html_file...] ]
but just saying
$ doxytag
gives
Usage: doxytag [-t tag_file] [ html_file [html_file...] ]
Options:
-t <tag_file> Generate tag file <tag_file>.
If no HTML files are given all files in the current dir that
have a .html extension are parsed.
1. So some of those options aren't optional after all.
2. Man page has more options than usage.
3. usage has <> conflicting with its own [].

Thanks for the doing the research. Indeed, doxytag has been removed in
1.7.6.1-1. Thus the bug was removed as well.
