HAL asks user for passphrase via DBUS when a luks-encrypted volume is detected. Afterwards the window shows progress in setting up the device and then disappears. Immediately afterwards a second look-alike window asking for the passphrase appears. If one does not press "Ignore" here, hal tries to set the device up a second time and consequently fails. The user is shown a failure notice corectly stating "Failed to setup the encrypted volume. /dev/sdb2 is already setup?"

Afterwards hal does not setup encrypted devices anymore until one restarts the system (restarting one or more of hal, dbus and udev does not help). Nothing gets displayed. This ist true for both the same device when unplugged and replugged and for other devices. In case one chooses to "ignore" the second configuration attempt in the first place, it works fine for devices plugged in afterwards.
