It also fails on files under /tmp, as /tmp is a mount point for a tmpfs file system I didn't find the explicit command launching restorecon at startup time, how can some dirs be explicitelly excluded from the operation, using the -e directory switch ? In any case, restorecon just tries to restore the contecxt according to the initial file contexts as setr by your current policy; and it is perfectly reasonable to set security context for tempfs filesystems and links and char-or-block-special files, so this is not a policycoreutils issue.
