Having emacs21 as a fallback is much safer. Besides, emacs21 isn't a large package by today's standards. Or the packages erc, gnus and python-mode do not > working in the emacs-snapshot-gtk without emacs21? This is due to the fact that these packages have an explicit dependency on 'emacs21 | xemacs21', which does not include the virtual package 'emacsen', or emacs-snapshot. This is not a bug in emacs-snapshot. For erc, I sponsored a package from Michael Olson earlier today which fixes the problem. It will be available in a few hours from the mirrors. I will file a bug report against Gnus about this. As for python-mode, I don't know if it's useful with emacs-snapshot, as a user you probably know better than me so I'll let you file a bug if you feel it's necessary.
