Myself and a friend use Wine to run Siebel in the office on our laptops
and since the Debian upgrade to 0.0.20050628 its impossible for my
friend and I to put WINE into Desktop mode, even when set as the default
policy. :(

Everything was working fine with 0.0.20050524 with the following pasted
to the end of my config file (which was based on the generated output from
winesetup).  It is either ignored or just does not work, we simply get
managed mode windows and because Siebel is terribly written it bombs out
regularly[1]

It is ignored, there's no such config file anymore. I believe you can
set the desktop option with the winecfg tool.
