I'm not sure this is the package where the problem lies.... I can generate txt output just fine, AFIK, but not PDF output. I'm filing another bug for the PDF problem in case it's unrelated. This error is exactly the one you want to see: since the net is not used and you obviously don't have the docbook DTD installed locally, it tells you it has made an attempt to load from the network, while not allowed to do it, and did not do it.
