I just noticed, that the hyperlinks in
/usr/share/doc/r-base-core/doc/html/index.html don't work, too.
They all miss either an html in their path, or should ommit the path
completly: <a href="../manual/R-intro.html">An Introduction to R</a>

You _must_ install r-doc-html to get the html versions of the manual. But
given that the manuals are available in three forms, I cannot do more than a
suggests. Upstream does not have a package system like we do as has no
notion of 'partial' installation (without, say, all documentation) as in your
case.
