OTOH, the missing dep may only make it fail to find an existing windows install, or find one that partman later removes, so as long as it is still a the right point in the menu, this will only be a problem when it's run out-of-order. There might be something to be said for allowing the user the possibility of running it out-of-order if they want to, even if the result is not guaranteed to be 100% right.
