I did a test installation with exactly these settings, and I get the same result as Stefan: on the login screen, only US layout is presented. However, /etc/default/keyboard has: XKBMODEL="pc105" XKBLAYOUT="se" XKBVARIANT= XKBOPTIONS= So the installer worked correctly.
