It is great that you are interested in our projects.
All projects can be also offered ouside of GSoC but if you want to
participate in GSoC you should go by the gsoc rules and timeline.
so, to answer your questions, Yes, you can start working on a project
outside of GSoC if the mentors agree to work with you.
But, as a rule of thumbs, any work you do outside of GSoC will not count as
your GSoC coding time.
